Recife has the 2nd best airfare in the Northeast (2010 study)

Recife has the second best average cost in the Northeast for those who travel by air within the country. According to the Ligações Aéreas 2010 report, published yesterday by IBGE, flying out of the Pernambucan capital three years ago would cost, on average, R$268. Salvador led the ranking in the region, with R$210 one-way flights. At the same time, João Pessoa, capital of Paraíba, showed the most costly average prices, at R$412.

The IBGE study looked at airfare costs, but also the most likely passenger-related problems. It mapped the highest-frequency routes in the country, where the majority of flights are concentrated. At Recife’s International Airport, the average, annual flow is 4,792 passengers, among arrivals and departures. On a national ranking, the Pernambucan airport is in 7th place — behind São Paulo, Rio, Brasília, Salvador, Belo Horizonte and Porto Alegre.

Of the 877 registered flights in the country in 2010, practically 50% of the passenger air traffic concentrated itself in 24 pairs of cities. The stretches that connect São Paulo with the six principal metropolises (Rio, Brasília, Porto Alegre, Salvador, Belo Horizonte and Curitiba) was responsible for 25% of the total passengers transported — 71,750,986 people in 2010. Recife, on the other hand, shows up on three of the 24 highest frequency flights, with connections to São Paulo, Rio de Janeiro and Salvador.

For the coordinator of the study, Marcelo Paiva Motta, the concentration of connections represents disadvantages for the passengers from some Brazilian regions. “The concentration may cut travel costs, but it depends on what smaller cities have a higher number of connections, a measure that lessens the passengers’ access, because travel time becomes longer,” he explained.

In 2010, 135 of 5,565 Brazilian counties had airports. The demographic and economic importance make São Paulo the main concentrator of passenger flow in the country, followed by Rio de Janeiro and Brasília. Despite the concentration, in spacial terms, the country is well-covered, according to Mota.

The study also shows that air cargo transport is even more concentrated, due to elevated costs. More than half the traffic occurs in 10 pairs of connections. São Paulo-Manaus led the air cargo movement, with a total volume of 99,344 thousand kg. The São Paulo-Recife connection comes in 4th place, with 17,085 thousand kg. In the top 10 is Recife-Fortaleza (9th place) at 7,557 thousand kg.

In Marcelo Paiva Motta’s opinion, the data may help in the creation of public policies to improve the accessibility of cities that are less favored in terms of aerial connections and solve the problem of places where the distance of the airports is far or hard to access. – Source (PT)

Frevo Law, one month later

One month ago on April 11th, the mayor of Recife instated the frevo law, aka “Momento do Frevo” for which all radio stations in Recife should play at least two frevo songs per day. Though the songs should be played twice a day (between 8am-12pm and 2pm-6pm), the problem is there’s no punishment for stations that choose to ignore the law.

“It may seem little, but it’s not. We want to provoke a debate, to rescue the culture and stimulate the composition of new frevos. I’m certain that all radio stations will adhere (to the law) when they understand our intention better, even if they only play one frevo per day,” explained city counsilor Marco Aurélio Medeiros, the author of the bill.

Most people in the radio industry in Recife are against it, though understand the law’s good intention. The artistic director of the Transamérica radio station is one of the people against the “Momento do Frevo”. He says, “It’s not important that frevo is played, but rather that frevo is liked by the people in their day-to-day.” Nonetheless, the only radio station til now that’s followed the law is that of Folha de Pernambuco, which already included frevo in their programming.

The problem with the population’s connection to frevo music is they associate it with Carnival time and rarely experience it during other months. Also, people tend to think of it as visual and musical, but not merely musical. The important thing is that the law got people talking about the subject and, if I didn’t know any better, I’d say the mayor intentionally left out punishment for not following the law so that the subject would become a discussion point. – Source (PT)

Sidewalks to get R$20 million treatment

The City of Recife is taking the first step to try to improve the situation of city sidewalks, which have been giving headaches to pedestrians. The holes and gaps that hinder the lives of those who risk their feet will disappear, at least near public (gov’t) buildings. It was announced that R$ 20 million will be invested in improving the surroundings of these buildings.

In addition, public works to improve accessibility will be carried out to facilitate the transport of those with mobility problems. All streets and avenues in Recife will apparently receive these accessibility improvements (meaning 1,000 ramps, it seems). It is anticipated that the project will be completed within a year. The tender notice will be signed on Thursday afternoon (the 9th) by Mayor Geraldo Julio.

Bidding will be divided into two lots and will be under the supervision of the Maintenance and Cleaning Company of the City of Recife (EMLURB). The secretariats of Infrastructure and Urban Services and Urban Mobility and Control will also participate in the public works.

The mayor said in an interview that they will promote a campaign for property owners to repair their own sidewalks, with the cost going to the owners and the work being done by the government. – Source (PT), Interview with Mayor (PT)

I’m not quite sure how sidewalks will be improved only around gov’t buildings yet “all” streets in Recife will effectively be made wheelchair accessible. That sort of implies that those streets will receive improved sidewalks, too. Sounds like some details of the program need some ironing out.

Arte na Escola – Recife winner

Arte na Escola Institute is a project that hands out awards to teachers that start projects to improve the lives of their students. Each year, they give out awards to 5 teachers and record a clip detailing their project. While looking through their site (PT) I came across the winner for the Middle School category from the 10th edition (in 2009), Flávia Roberta Alves Costa, and her project “Arte: Impressão e expressão que transforma”. Below, you can learn a bit about what she does at the Escola Mater Christi in Recife.

“Conducted with 30 students from the 7th grade, the project aimed to facilitate the construction of the identity of students, recognizing and respecting the differences through different artistic languages.

The 1st half was devoted to experience diverse artistic languages ​​to discover how being a creator (of art) makes it possible to modify and adapt oneself to the world where he/she lives. The 2nd half was dedicated to carrying out projects which implement creative potentials in the individual and collective.

To better systematization the work was divided into stages: I: Study of modern art, II: Self-portrait: diary of “me”, III: Who understands contemporary art?; IV: Visiting art exhibitions; V: Conceptual Art , VI: Building the Virtual Magazine ‘Vertentes’; VII: Culmination and Art Showroom.

The self-portraits were studied and produced with different materials, such as through the use of photography, drawing and painting. Later there was a socialization experience to draw oneself.

When in contact with some works of contemporary art along the way, the teacher noticed rejection and disbelief by some students leading to conflicts. Thus, the video (PT) “Who’s Afraid of Contemporary Art?” was used to discuss the topic with students who later produced the text “Who understands contemporary art?”.

Following this step was a visit to an exhibition of contemporary art, where students had the opportunity to chat with the artists and then did an assessment of what was seen.

Seeing the enthusiasm of the students with the critique, a space was created for publishing texts by the students, teachers and about school experiences related to the art. Thus arose the magazine Vertentes, developed in collaboration with teachers and students, and it was placed on the school grounds during the culmination of the work.

At the end of the project all that was built in the process was presented on the Escola site for the entire school community and families. Some works were produced exclusively for ‘showroom day’, including five installations and two performances in which the students dialoged with the public, and where some interaction was required.

For the teacher, treating art as knowledge was a fundamental and indispensable condition for the success of the project. “The results showed that significant education in the arts makes it possible to articulate the sensible perception and criticism of the artistic manifestations and the socio-environmental space of the student, understanding the environment in its totality.” – Source (PT)

Pernambuco’s literary culture is strong

The Department of Culture of Pernambuco, Fundarpe and the Publishing house CEPE announced the results of the 1st Pernambuco Prize for Literature. Registration in 36 cities in Pernambuco, spread across the four geographical regions of the State, totaled 192 entries. According to the assessment of the Coordinator of Literature of SECULT-PE, Wellington de Melo, the numbers demonstrate the importance of the award.

The big winner is from the Sertão: Bruno Guimarães Liberal, with the storybook “Olho Morto Amarelo”, receiving the R$ 20,000 prize. Other winners were Delmo Montenegro, with the book of poems “Recife, no hay”; Fenando Monteiro, with the novel “O Livro de Corintha”; Joseph Walter Moreira dos Santos, with the storybook “O metal de que somos feitos” and Jeilson José Ferreira da Silva, with the book of poems “Discursos e Anatomias”, receiving R$ 5,000 each. Everyone will receive a first edition made by CEPE.

There were two judging committees composed of writers, scholars and literary critics.

Winners – The results of the award reveal the diversity of literary production in the state. Among the winners are all genres – short stories, novels and poetry – and the works are from the four geographical regions, from cities like Petrolina, Recife, Passira and Vitoria de Santo Antao. “We were very pleased with the results, which show the high level of literary production in the state in all its regions,” said Ricardo Melo, Director of Production and Editing for CEPE.

The winners will have their books published this year by CEPE and participate, in return for the award, in activities within the Literature Secult-PE/Fundarpe schedule of events. Besides the five winners, fifteen other works received honorable mention and their authors will also be invited to perform activities within the Pernambuco Nação Cultural Festival. Less visual pollution starting June 1st

“The owners of venues and those that produce festivals who use the fixed posters on walls known as “lambe-lambes”, to publicize their events, will be fined R$5,400 starting from the 1st of June. The fine will be applied individually to each poster found. Those who renege would have their shows prohibited by the city. The Department of Urban Mobility and Control of Recife met yesterday afternoon with 29 entrepreneurs from city events to discuss the matter.

At the meeting, which took place in Recife City Hall, the Municipal Law 17.521/08 was presented, which prohibits the installation of ads on roads, parks, plazas, public parks, streetlights, bridges, walkways, bridges, tunnels, trees, buildings and public sidewalks. The city made ​​a study which found that about 50 venues and producers use advertising to promote their events. All were invited to the meeting and will receive a document from the city informing them of their decisions.

Recife Antigo de Coração, a success

In late March, the one-Sunday per month pilot program for “Recife Antigo de Coração” was launched to great success. After biking on the ciclofaixa, the Recife residents went to the downtown area to check out the festivities. The mayor’s office transformed the beloved neighborhood of Recife Antigo into a large urban park, with cultural and sportive presentations, etc. The closing of the neighborhood to cars was approved by its residents. The mayor Gerald Julio and the governor Eduardo Campos rode 13 km by bike in the morning and returned to Marco Zero with their families in the afternoon to watch the presentation of the Meninos do Monte do Bom Jesus Orquestra, hailing from Caruaru.

This past April 28th was the second edition of the new monthly event.

Braving the sidewalks of Recife

Govt studies car restriction law

Via a committee, the Recife government is looking into a “road space rationing” [1] program, otherwise known as rodízio de carros, for residents of the city. This would restrict the circulation of cars with certain licence plate numbers depending on the day or time. Proposals for instating such a system came up back in 2008 and again in 2010, each with their own methods. The 2008 version would have limited circulation between February and June as well as August to December, on weekdays, from 7AM to 8PM. The later version would have restricted it to weekdays, during times and places stipulated by the government.

Both past proposals were looked at and their positive points borrowed for the substitute currently being discussed. If all of the committee members agree on the new measure, it will be put to vote at a plenary session that would happen during the week after the holiday on May 1st. If it’s approved, the mayor would have the final say. If it’s rejected, the topic will be open for a new discussion, should another proposal be offered.

The Mobility and Urban Control Secretary is undertaking studies for implanting the restriction, which should be completed by the end of this month. A few stoplights were tested using technology that identifies licence plates with even and odd numbers. After being analyzed, the data will shed light on specific points and time periods for the restriction to take place.

The only commentor to the story had this to say, “The population that uses cars to get to work can’t be punished due to the ineffectiveness of the government regarding the failed public transport system we have. First, the mayor and the state government need to make significant improvements to the buses, roads and safety in order to implant the restrictions.  - Source (PT)
